Are Medvedev's Nuclear Threats Just Noise?

It's somewhat undignified for a U.S. president to be baited into a nuclear threat by a minor Russian official on social media. But that's precisely what President Trump did. Last week, he ordered two U.S. nuclear submarines redeployed, seemingly rattled by Dmitry Medvedev's empty saber-rattling. Medvedev, the outspoken but long-irrelevant former Russian president, has reinvented himself in recent years as a vociferous anti-Western critic. In a series of bombastic social media posts, Medvedev slammed Trump's looming deadline for a Russian-Ukraine peace deal ultimatum, claiming every ultimatum is “a step toward war” – not between Russia and Ukraine, but with the U.S. The U.S. president should remember “how dangerous the mythical ‘dead hand’ is,” Medvedev wrote, provocatively referencing the Soviet-era automatic nuclear retaliation system – a system that could automatically launch ICBMs if it detected a nuclear strike. Trump's Secretary of State, Marco Rubio, downplayed his recent comments, pointing out that Medvedev is no longer a decision-maker in Moscow. Many Russians share the same view: in their eyes, Medvedev is politically irrelevant, wielding little power, let alone the ability to launch a nuclear strike.

Why Did Trump Respond So Strongly?

Which begs the question: why is Trump bothering to respond to what he himself calls “stupid” remarks, and why the strong public response that ratchets up the rhetorical standoff between Washington and Moscow? One possibility is that this is a convenient way for Trump to project a tough stance on Russia – by picking on a public figure often derisively referred to by Russians as “Little Dima” (because of his diminutive stature), without directly confronting Putin, the Kremlin's actual power broker, and without actually altering the U.S. nuclear posture. Trump said he ordered two nuclear submarines to be “deployed to the appropriate area” in case Medvedev's “stupid and inflammatory statements do not stop there.”

Does Nuclear Redeployment Have a Real Impact?

But the reality is that dozens of U.S. nuclear submarines, carrying hundreds of nuclear warheads, patrol the oceans around the world every day. Given that the missiles they carry have a range of thousands of miles, coupled with Russia's sheer size, redeployment is unlikely to have a significant impact on their ability to strike Russian targets. But as always, timing is key. Trump's Middle East envoy, Steve Witkoff, who is doubling as an ad-hoc Russian mediator, is scheduled to hold more talks with the Russian leadership in the coming days. With Trump's self-imposed deadline looming – by which Russia will face steep tariffs if it doesn't agree to a Ukraine peace deal – Witkoff will likely be pressing again for a ceasefire. The reality is that few expect the Kremlin to budge – it has consistently insisted that it must first achieve its stated military goals before ending the Ukraine conflict. The latest uptick in nuclear rhetoric is unlikely to shift that hardline stance. Likewise, as Trump weighs (and possibly abandons) the potentially self-destructive impacts of secondary sanctions on countries like India that purchase Russian oil (which he had threatened to do), the guise of “heightened nuclear readiness” may be a useful distraction.

Just a Distraction Tactic?

Indeed, diverting attention from mounting domestic political problems may be a welcome “added bonus” of escalating nuclear rhetoric. Mention of raising nuclear readiness against Russia (which possesses the world's largest nuclear arsenal) may crowd out more mundane domestic affairs, such as the Epstein scandal. Of course, any mention of nuclear escalation between the world's nuclear superpowers merits close attention. Still, while the public relationship between Washington and Moscow has once again tightened, it remains a long way from nuclear confrontation.
