Russia Offers to Resume Talks with Ukraine, Considers Potential US Summit

According to TASS news agency, Alexey Ivanov, the Russian Chargé d'Affaires in Turkey, declared that Moscow remains "ready to resume direct negotiations with the Ukrainian side." This comes amid a stalemate in direct talks between the two countries since their meeting in Istanbul on July 23rd.

Ivanov emphasized that Russia has repeatedly expressed its willingness to resume direct negotiations, noting that Turkish partners have assured that Istanbul remains open for such talks. He added that Moscow is "ready at any moment" to start these talks if Kyiv demonstrates "political will."

Ivanov pointed out that Russia had already submitted several proposals in previous rounds of talks, including an initiative to establish three online working groups. He expressed regret that no positive response had been received from the Ukrainian side.

Prospects for a Russia-US Summit

In another development, the prospects for a summit between Russian President Vladimir Putin and US President Joe Biden seem to have resurfaced. Russian Foreign Minister Sergey Lavrov stated that if the American side resumes its proposals for a summit between the two leaders and begins preparations for the summit, Russia is ready to continue discussions on the preparatory work.

Lavrov also expressed Russia's willingness to communicate regarding former US President Donald Trump's concerns about Russia resuming nuclear testing.

A planned summit between Trump and Putin in Budapest, the capital of Hungary, to discuss the situation in Ukraine, was canceled last month.

The Financial Times reported that the cancellation of the summit came after Russia submitted a memorandum to the United States containing strong demands, forcing Washington to cancel the meeting. Lavrov responded that the report contained several inaccuracies, emphasizing that the memorandum was only intended to remind the American side of the understandings reached between the two leaders during a meeting in Alaska in August.

Tactical Flexibility or Genuine Desire for Dialogue?

Observers believe that these Russian moves are aimed at avoiding further sanctions and pressure, and demonstrating flexibility in dialogue with the United States. Meanwhile, Trump has recently changed his tone and expressed hope to continue meeting with Putin in Budapest, noting that a meeting with Putin is under discussion. In a meeting with Hungarian Prime Minister Viktor Orban on November 8, Trump stated that he and Orban agreed that the Russian-Ukrainian conflict will end in the near future.
