US Security Pledges Linked to Eastern Territory Concessions in Ukraine Peace Talks

In a candid interview with Reuters, Ukrainian President Volodymyr Zelensky has disclosed the specifics of a US offer to provide security guarantees to Kyiv. However, this proposition, as Zelensky elaborated, comes with significant preconditions, most notably the requirement for Ukraine to cede full control over the eastern Donbas region to Russia. This revelation surfaces amidst a tense geopolitical climate, where the US administration, under then-President Donald Trump, appears to be exerting increasing pressure on the Ukrainian government to expedite the resolution of the protracted Russo-Ukrainian conflict, which stands as one of Europe's bloodiest confrontations since World War II.

Mideast Dynamics Impacting Peace Negotiations

Zelensky directly linked current developments in the Middle East to President Trump's political calculus. He indicated that the US administration's focus on the conflict between Iran and Western powers significantly influences the US President's priorities and subsequent actions. "The situation in the Middle East is definitely affecting President Trump, and I think it affects his next steps. In my opinion, unfortunately, President Trump still chooses a strategy of exerting greater pressure on the Ukrainian side," he stated to Reuters. This intricate dynamic casts a shadow over peace efforts, as regional geopolitical interests become intertwined with the European conflict.

Intermittent Trilateral Talks and Pending Security Assurances

This year has seen three rounds of high-level trilateral talks between the United States, Russia, and Ukraine, held in Abu Dhabi and Geneva, in an effort to resolve the conflict that has devastated vast swathes of Ukrainian territory and claimed hundreds of thousands of lives. Throughout these discussions, Zelensky has repeatedly emphasized the critical need for robust international security guarantees to underpin any future peace agreement. The primary objective of these assurances is to prevent Russia from reigniting hostilities. Nevertheless, two pivotal issues remain unresolved: the first pertains to who will finance Ukraine's procurement of weaponry to maintain its military deterrence, and the second concerns the concrete response allies would provide in the event of a future Russian military offensive.

"Once Ukraine is ready to withdraw troops from Donbas, the Americans are ready to finalize these guarantees at a high level," stated the 48-year-old leader. He added that while he was not directly involved in the trilateral meetings, he understood the "nuances" of the American position. For his part, Russian President Vladimir Putin insists that control over the entire Donbas region is central to his military objectives, asserting that Moscow will achieve this on the battlefield if negotiations fail. However, the pace of Russian military advances has slowed considerably over the past two years, and military analysts point out that conquering all of Donbas, including the heavily fortified "belt of fortress cities" held by Ukrainian forces, would require immense time and human resources.

Security Concerns Over Donbas Concessions

Zelensky issued a stark warning that withdrawing troops from Donbas would hand over the region's strong defensive positions to Russia, thereby compromising the security of Ukraine and Europe as a whole. "I very much hope that the American side understands that our eastern region is part of our security guarantees," the Ukrainian President remarked. The White House did not immediately respond to a request for comment.

In January of this year, Zelensky had indicated that the security guarantee document between Ukraine and the US was "100% ready" for signing. However, following discussions between US and Ukrainian officials in Miami on Tuesday, he reported that work remained to be done.

Russia Bets on US Disengagement

Within the gilded meeting room of the presidential office in central Kyiv, Zelensky suggested that Russia is banking on the possibility of the US losing interest and disengaging from negotiations, acknowledging this risk. The fourth round of trilateral talks, initially scheduled for this month, has been postponed due to the Iranian conflict.

However, Zelensky questioned Russia's willingness to sacrifice hundreds of thousands more soldiers to capture the approximately 6,000 square kilometers of Donbas territory it does not yet control. He reiterated that a summit involving Trump, Putin, and himself is the sole pathway to resolving the outstanding territorial and security guarantee issues and finalizing a peace accord. Zelensky downplayed past strained relations with Trump, stating, "I am not a box of chocolates or a car, I don't need to be liked or disliked by someone." He added, "In my view, the US President sees this more pragmatically; he may want the conflict to end quickly. We want that too."

Gratitude for Military Supplies Amidst Continued Needs

Following a heavy Russian bombardment of Ukrainian cities on Wednesday, Zelensky expressed his gratitude to the Trump administration for its continued supply of Patriot air defense missile systems, despite the surging demand from the Gulf conflict. Ukrainian officials had previously voiced concerns that the supply of US-made Patriot missiles, the only weapon in Ukraine's arsenal capable of intercepting Russian ballistic missiles, could be interrupted due to the Iranian crisis.

"Our supply has not stopped, and I am very grateful to President Trump and his team," Zelensky said. "However, the quantity of Patriot missiles supplied is still insufficient for our needs."

Concurrently, Zelensky announced that Ukraine has made progress in developing its own long-range missile and drone production capabilities, enabling it to strike deep within Russian territory in retaliation for Russian bombardments of Ukrainian cities.
